Checks the characterisation
Is this entity really a routine service provider, given what the functional information says. Most transfer pricing disputes start here, not in the arithmetic.
Tests the comparables
Screening is automated. Deciding whether a company that survived the screen is genuinely comparable is not, and that decision is where a benchmark is won or lost.
Reads what the document claims
A file that describes a policy the calculations do not follow is worse than no file. The review checks that the words and the numbers describe the same arrangement.
Signs it
The deliverables tracker records who reviewed it. That name is the thing a software licence cannot give you.
